Regional Thinking Pt. 3 Six Californias and (Six New Yorks, Texas’s and Florida’s)

This is a great idea after the first two proposals (1 and 2) for reforms to the government and economy of the U.S. This is the best idea to advance democracy and strengthen the republic at the same time. The left/right debate has been vaporized in the election of President Trump where the body politic was expecting someone out of the political world but got something that was totally unexpected. The destruction of two political dynasties which was the Bush and Clinton political families. Gov. Jeb Bush in the Republican side and Madame Secretary Hillary Clinton on the Democratic Side.

I don’t want to dwell into the 2016 election any longer since it was last year and it was an election that I wanted to end very quickly. Instead of the political left/right crap but actually, reforms and ideas to help the coming generation come into its own. This is the way to actually make the institutions of government respond and reflect the will of its citizens. The problem with American Democracy is the same old theme that many people are saying. It’s not tyranny, dictatorship, or Neo-Hitlerian thoughts (Alt-right, White supremacy, or Neo Confederacy) and I not saying there are no racial problems in the country. It’s taxation without representation.

I argue the question that is on the public, political scientists, historians and politicians mind is that why is the public will is never reflected in the outcome in bills.

Michael Lind is going deeper into the debate that needs to be started and solved:

“Nobody should underestimate the power of inertia in American politics.  But we will never have any progress, if we accept stupid things just because they are old.

At this point, to the tune of “Yankee Doodle” on a fife and drum, somebody in the peanut gallery will object that our system represents the “genius of the Founding Fathers.”  Sorry, peanut gallery patriots — the major Founders hated the overrepresentation of small states in the Senate.  For most of their political careers, Alexander Hamilton favored more centralization, while the “Father of the Constitution,” James Madison (except early in his career), was for states’ rights.  But these two co-authors of the Federalist Papers agreed that states should be represented in the Senate on the basis of population and that the compromise in the Constitution that gave each state two senators, no matter its size, was a mistake.

In the guise of denouncing the Articles of Confederation, Hamilton made his feelings clear in Federalist No. 22:

The right of equal suffrage among the States is another exceptionable part of the Confederation. Every idea of proportion and every rule of fair representation conspire to condemn a principle, which gives to Rhode Island an equal weight in the scale of power with Massachusetts, or Connecticut, or New York; and to Delaware an equal voice in the national deliberations with Pennsylvania, or Virginia, or North Carolina. Its operation contradicts the fundamental maxim of republican government, which requires that the sense of the majority should prevail…. It may happen that this majority of States is a small minority of the people of America; and two thirds of the people of America could not long be persuaded, upon the credit of artificial distinctions and syllogistic subtleties, to submit their interests to the management and disposal of one third. The larger States would after a while revolt from the idea of receiving the law from the smaller.”

We need to reform the Senate and allow the big states to be fully represented in the Senate where democracy has been missing for about 240 years. (241 if you include July 4, 2017) Michael Lind goes deeper into the into the sanity of representation of big states population in the Senate:

“If we assume that microstates like Wyoming are not going to give up their two U.S. senators, then macrostates like California, Texas, Florida and New York should voluntarily divide themselves, in order to boost their representation in America’s upper house.  Under the Six Californias plan, for example, residents of present-day California would send 12 senators to Washington, not two.”

“And because they are smaller, the successor states to the Former California would be more citizen-friendly.  A citizen of Wyoming, Vermont, North Dakota or Alaska — the four least populous states — has a much better chance of influencing the legislature or arranging an appointment with the governor than does a citizen of California or Texas who is not backed by an army of lobbyists or hundreds of thousands of dollars.”

“Why not form new states within the jurisdictions of the existing megastates? Why not divide in order to rule? This is not as crazy as it sounds. Commentator Walter Russell Mead has suggested that no American should have to live in a state with more than 4 or 5 million citizens. If the 4-million-population rule were applied to the large states, California might be subdivided into eight new states; Texas, five; New York and Florida, four; Pennsylvania, Illinois, and Ohio, three; and Michigan and New Jersey, two.

Eight Californias? Five Texases? Four New Yorks? Why not?

That includes four Florida’s in this new way of thinking. Redistricting is going to have a new meaning where instead of not only congressional districts but also regional governors for manage these new areas. The only thing that I disagree with Michael Lind is the creation of new states. You could keep the same states but treat the new “statelets” as regions within a state like a district.

Let evolve our institutions and perfect the union! Mr. Draper is on to something big!!!!

Regional Thinking Pt. 2 – Regional Mayors and Govenors

The greatest challenge to the United States Post WWII and the Post Cold War era where the U.S was in a deep competition with the Soviet Union. The issues of threats changed from being external to now being internal. The evolution of Globalization/Americanization has contained threats and challenges. Challenges that the United States had to call upon its population to enlist/commission in its armed services and sometimes tragically giving life and limbs to values that are enshrined today. In the first post, I explained the net gains of consolidations of institutions to expand the power of markets in the Continental United States.

With the transforming and evolution of the global economy in the 21st Century. Reforms are needed to keep up with the pace of change and adapt to the world where changes are happening whether you like it or not. The U.S. is at a point in its history where if the right decisions and investments are made. We could be talking about the next American century and the concept of the true pax americana where the world is less focused on warfare and the concept of commerce, eCommerce, and science. This will help the U.S. compete in the next coming century with more players in the game. (China, India, Latin America, Middle East/North Africa, and Africa)

The concept of Regional Mayors and Governors will help the economy change where political infighting has shown that the politics and lawmakers are holding back the progress of the U.S. Polls after polls showed that people do not see each other and politicians and natural disasters, and terrorism as threats to their livelihood. The last eight years and another four to maybe another eight years showed that the U.S. cannot have political incompetence. This will continue to bog down future administrations where the list of things to do adds up and the crisis always bring the political deadlock.

Regional Mayors will help to expand cities that would help to harmonize laws, public works, and investment deals where instead of one city looking for cluster placement. A series of twenty or thirty cities will bring attention to these areas with a large pool of customers, human capital, and financial capital. This would increase of hitting power of American cities, towns, and rural areas that are seeking investments. This should make it easier for Regional Governors to collaborate with local and county officials.

 

Regional Governor will help dissolved the political deadlock by bringing business, trade, and cultural differences to expand the market. Public Health, Public Services, Infrastructure and working business will help develop these areas into mega regions. With differed districts, one for commerce and another for military/law enforcement will assist and enforce the commercial consolidation. The website for the Council of Governors states the following and research should be put into this Council:

I hope everyone is enjoying their new year and I wanted to jump start this blog because of the major risk and uncertainty that is accelerating in the coming months. The incoming Trump Administration has something that 44 presidents had before them in terms of a record to come off. The President-elect soon to be President has no record or background in politics to reference off and that has a lot of people terrified.  I see this as a major opportunity to open doors and destroy intellectually wasteful left/right debate in this country’s politics.

The first issue, I come to terms with not playing stupid gotcha left/right politics and creating opportunities for major reforms that are needed in the global economy because of the advancement of globalization, institutional changes to integrate new technological clusters into the economy, and consolidations needed to resolve conflict and risk. This central theme for the next for post will be about creating fluid economic institutions to deal with a post gold standard economy.

The real stress is the economy that no one is talking about is the economy is expanding fastest than the present institutions can handle. To handle the major change and bring certainty and fluidity back to the market. Before we continue any further on this post. We have to define the two policies affecting the economy right now:

We need to acknowledge that we are in a shotgun wedding when it comes to the economy, treaties, and trade pacts. There is no way out of this or around it because the only autonomous nation on the planet is North Korea(they’re leveraged with food by the Chinese). We need to understand and create dialogue to address the structural shortcomings and the measures to resolve it. What I’ll love to inject into the debate is that we do not need so much tension where political showdowns and battles translate into market uncertain which delays investments, contracts, and implementation of business decisions from c-suite.

The first issue I’m going to tackle is reforms of the Central Banks or commonly known as the Bretton Woods system to adapt to the current market of emerging markets, globalization, declining and evolving technological clusters, and upgrades to the current infrastructure. Basel III is the current structure of the global economy in terms of banks and the holdings they are required to have to keep the banks running. This could be a founding of Basel IV where the new changes in the tax code are updated across the world.

I don’t have an economics, finance, or high-level math degree to work out the equations but the three areas that will explode the economy with a capital rich environment is these three areas: capital requirements, leverage ratio, and liquidity requirements. With the updated tax plan and policies suggested in this blog will help to reverse the declining clusters around the world.

I’m proposing a consolidation of the top 8 central banks into a new central bank system with the U.S. and the U.K. The top financial cities(New York and London) being in those countries and the growth which is small but compares to the rest of the world. Sludge Mining

The ideas that come to mind when people think about sewage is a daily task to relieve themselves. You go into a room where it doesn’t smell very nice but you have to flush down excretions from the body. Most people think of bodily waste as something to flush down but a development in science may change how we think on sludge. This advancement can raise the efficiency in recycling waste where we could recover metal in sludge.

The metal, which is very valuable is mixed with raw sewage because of the way the public works of the city are built. There is no separate sewer for these particulates so it is piped to the main sewage line for the city. This mix makes the bio solids very valuable:

“Researcher Kathleen Smith explained that growing metals shortages could soon make sewage mining economically viable.”There are metals everywhere… If you can get rid of some of the nuisance metals that currently limit how much of these biosolids we can use on fields and forests, and at the same time recover valuable metals and other elements, that’s a win-win,” she said.”

This not only can help the mining industry, farming industry but public health too. This can help spread research in other areas that will benefit mankind. The Ebola scare that went around the U.S. shows that we need to treat biological, bio-solids and certain wastes with more caution. This is again another win for the U.S. industries, farmers, and citizens where technologies will be put in place to help avert contamination.

Improving Police and Communities Relations

This post I’m not going to use any references or links to other pages to discuss this post. It’s a post on an issue that is not unsolvable or doomed to repeat for generations. The Police are needed and to be respected but we need better policies to prevent peace officers becoming tactical 24/7. The free market approach to the criminal justice system is now an anti growth policy. This affects the economy, communities, and the reputation of the United States. This blog post will lay out a way to resolve this issue for once and for all.

Ferguson, Baltimore, and the tragic losses of Tamir Rice, Michael Brown, and Freddie Gray. The first issue is the (suppose) pathological nature of black men and communities that are a pumped through the media. The issue with black neighborhoods is the absence and leaving of individuals who would comprise the black middle class. The black middle class is 1 trillion dollars but none of that s going to revitalize black neighborhoods, black schools, black colleges, and forming black corporations.

The second issue is the heavy metal contamination in the black community such as lead, mercury, and arsenic. Children born in these neighborhoods are unable to compete in the economy which that creates a lower, inferior, and different mindset that affects inner city black communities (especially black men). This breeds (why should I try) in the minds of at risk black youth. If an environmental and renewal program that hires these youth to knock down and rebuild their communities. The effect on the black unemployment will drop and the skills acquired by youth will help them move on to other fields.

Crime Prevention

The government paying people not to shoot each other, paying schoolchildren to get “A’s” and staying on the honor roll, dean’s list, and going to college will help get young children into these new technological clusters will destroy the chronic unemployment which cannot be absorbed by the economy. This will help drop the inmate recidivism rate where because of how the penalty for felonies is defined. You cannot get certain jobs, can’t vote or re-educate yourself. This how you can reconstruct black neighborhoods where you could return the black middle class to further reduce the disparity.

The reforms being proposed for the U.S. Criminal Justice system are good and a start but it is a beginning process of undoing decades of harm and injustice. Another option no one is talking about is having black business people join the Fraternal Order of Police. The problem in black neighborhoods is the perception of just thugs, drugs, and prostitutes. One credit I give Fox News and the conservative media is the highlight of black businesses during Ferguson and Baltimore. No one talks about building loans, grants, credit to develop these businesses in black neighborhoods.

This will help get at risk communities all over the country into this new technological age where no one can say that no one cares.

Making the U.S. Military noncompetitive (Part 3)

This is the third and final part in a three part series to make the U.S. Military non-competitive in this globalized economy. The U.S. Armed Forces are still the number one military power in the world. No nation has the technology, arms, or ability needed to invade or challenge the U.S. Take a look the first post and second post about merging the branches to protect the security and interests of the United States of America. With the consolidation of the U.S Military within to meet the challenges of security threats. With the Department of the U.S. Air force, U.S. Navy, and U.S. Coast Guard can focus on developing a consolidated space agency.

This new agency can help with the new threats from cyberspace, space, and help the U.S. military begin to put a permanent foothold into space. The creation of the new military space agency will use the combined resources of the U.S. Air Force and U.S. Navy into one consolidated force where the power of the world’s most powerfully military agency will help direct the interests of the U.S. in space.  This agency can start the work and help the development of Space Elevators on Earth. We first need to define what is a space elevator:

“The space elevator is a system to transport satellites, computers, spaceship, etc. From Earth to Space in an easier and cheaper way than rockets.”

The advent of this agency will yield untold benefits for the U.S. Military, U.S. and Multinational corporations, NewSpace companies and overall humanity where since you’ll have the U.S. investing in all the upcoming technologies and commercializing disrupted tech on the horizon. NewSpace is the new industry where the U.S. should be pumping money into for the restructuring of U.S. economy to a future of a single global economy. NewSpace with other clusters will make the U.S. shake off this deflationary/recession period in the economy.

Each investment in NewSpace will produce more tech cluster which can be used expand and develop the economy. If the U.S. Military takes the lead on this and moves with a swift fury on this the future of the U.S. will continue to look bright.

Making the U.S. Military noncompetitive (Part 2)

This is the second in a three part series to make the U.S. Military non-competitive in this globalized economy. The U.S. Armed Forces are still the number one military power in the world. No nation has the technology, arms, or ability needed to invade or challenge the U.S. This looks at the previous post about merging the branches to protect the security and interests of the United States of America. The U.S. is going to have to do massive upgrades to its sea and airlift capabilities. America’s force projection is going to get unreal and powerfully.

The U.S. is heading into an unprecedented age of globalization, technological unemployment, and disruptive start ups. The U.S. Military has a great role in advancing not only engineering, computer science but medical science (which they are only now but at a greater role). This not only advances national security which is always viewed from the external angle but never from an internal angle. This helps because a prosperous and economically secured America can handle any threat thrown at it.  When viewed from an internal view, it makes the U.S. almost invincible in term of the resources it can yield.

This is a new paradigm in air power:

“Looking forward, these changes have greatly increased the proportion of BVR [beyond visual range] engagements and likely reduced the utility of traditional fighter aircraft attributes, such as speed and maneuverability, in aerial combat,” he continues.
The most provocative observation is the following:

“The increased importance of electronic sensors, signature reduction, RF [radio frequency] and IR [infra-red] countermeasures and robust LOS networks in building dominant SA [situational awareness], and the potential reduced tactical utility of high speed and maneuverability could mean that, for the first time, the aerial combat lethality of large combat aircraft may be competitive or even superior to more traditional fighter aircraft designs emphasizing speed and maneuverability.”

“[I]t is possible that the desirable attributes of future air-to-air platforms may be converging with those of long-range ISR/strike platforms, or that at least large aircraft with good low observable (LO) characteristics may be able to give a good account of themselves in aerial combat. If this is true, then a sixth-generation “fighter” may have a platform that is similar to a future “bomber” and may even be a modified version of a bomber airframe or the same aircraft with its payload optimized for the air-to-air mission.”

“What are the implications of this? According to the author, the Pentagon needs “to cast a much wider net in the development of future air combat operational concepts, sensors, weapons, and platforms, which would include examining ‘radical’ departures from traditional fighter concepts that rely on enhanced sensor performance, signature control, networks to achieve superior SA, and very-long-range weapons to complete engagements before being detected or tracked by enemy aircraft.”

This means instead of the base foundation that was put together by the top Generals in the DOD (including General Colin Powell). It was the location of the base meant a significant role for U.S. Foreign Policy.  Pomcus means bases are valuable but the whole world is at reach now with drones, missiles and new technology to be released. Basing rights will be for human crews to rest and it shifts into the pom-cus Foundation where massive amounts of material will be stored outside the U.S. for use in national security, humanitarian, and contagion events. The U.S. is going to have to do massive upgrades to its sea and airlift capabilities.

The blending of cultures of the USAF and the US Coast Guard will help retention in the U.S. Navy where people want to be in the Navy but the recruiters don’t take the time to find out what job these future sailors want. The promotion system will be upgraded as well to help people stay in the Navy longer and become more productive in the Naval Forces. The whole upgrade for the U.S. military will upgrade the defense industrial base which will help stimulate the economy, R&D, and the private sector all at once. Thus, creating a massive injection of jobs into the U.S. homeland and abroad.

U.S. Aircraft Carriers are going to get a lot bigger to handle and size, weight, armaments, and crew to maintain the upgraded fleet. The range for America’s Air and Naval forces become unlimited because of the interoperability of the fighter jets soon to be Bomber/Fighters – Bomber/Bombers that strengthens not only the U.S.’s defenses but it also helps the civilian air flight were military technology that is no longer needed or outdated can be given to the private sector. Bases and Carriers will become intertwined where U.S. Air Force pilots can use the carriers as the Naval Aviators had the advantage where they could use both (Bases and Carriers.)

Making the U.S. Military noncompetitive (Part 1)

This is the first in a three part series to make the U.S. Military non-competitive in this globalized economy. The U.S. Armed Forces are still the number one military power in the world. No nation has the technology, arms, or ability needed to invade or challenge the U.S. Vice media did a great story on this where a military analysis from IHS Jane Dylan Lehrke says the ability to challenge the U.S. is not there. Dylan Lehrke goes through the strengths and very little weaknesses of the America homeland. Dylan also points out the insanity of trying to invade the U.S. Dylan’s analysis completely counters everything about the decline of the U.S. in the foreseeable future.

This issue is a very important emotional issue for Soldiers, Marines, and the Brass in the higher echelons of these two organizations.  The organization that will come out of the merger will be a stronger and leaner department that will dominate on the ground war of any battle. I served in the Arizona Army National Guard and I’ve been with contact with both proud members of each branch. The members of each branch are proud of their sacrifice and brag about how hard they have it. However, the changing geopolitical dynamics in Asia, Middle East, and Europe creates a reset to conventional thinking. The creation of the Department of the Army and Marines will spur new tactics for the ground section of the U.S. military.

Practically speaking…
– The Marine Corps 194, 000 Active Duty with 40,000 Reserve
– US Army 546,047 Active Duty with 559,244 in Reserve and National Guard

Budgets
– Army $244.9 Billion (31.8%)
– USMC $40 Billion (4% total is derived from the allotment taken from the Navy)

US Army mission
– Preserving the peace and security and providing for the defense of the United States, the Commonwealths and possessions and any areas occupied by the United States
– Supporting the national policies
– Implementing the national objectives
– Overcoming any nations responsible for aggressive acts that imperil the peace and security of the United States

USMC mission
– The seizure or defense of advanced naval bases and other land operations to support naval campaigns;
– The development of tactics, technique, and equipment used by amphibious landing forces in coordination with the Army and Air Force
– Such other duties as the President may direct.

A legendary soldier named Col. David Hackworth points out that the “Blackhawk Down” issue could have been avoided if the Army just called the Marines who had tanks four days away (here). The General requested tanks but was denied but they didn’t want to ask the Marines because “We are the Army and we don’t need the Marines.” This thinking needs to leave and a valid discussed on the compatibility of the Army and Marines must happen. The Marines can supplement the areas where the Army needs an act of congress to move by a simply Presidential Directive.

There is already an added benefit of using the joint force:

“The United States must choose to go to “war as a last resort and not a policy option of the first choice.” To this must be added another imperative. The United States Armed Forces must prioritize homeland defense as its primary mission and rethink the mistaken belief that the United States can somehow secure its interests through “lengthy military occupations of foreign lands.”

“Thus, this newly merged service must redirect its focus towards countering cyber warfare and CBRNe (Chemical, Biological, Radiation, Nuclear, and Explosives) attacks and should work towards bolstering its counterterrorism (CT) capabilities. This is because, due to the convergence of the global community, the United States may be vulnerable to attacks from within by homegrown terrorists and drug cartels—all of which may wreak havoc and may even cripple America’s domestic infrastructures.”

Why the United States Should Merge Its Ground Forces

The combination and creation of the Department of the Air Force, Navy, and Coast Guard will help the Air and Sea section of the U.S. Military. Merging the Department will help the force adapt to the changing dynamics in the Arctic, Southeast Asia, South China Sea, and the Persian Gulf. National Disasters and bioterrorism/pandemics events where quarantine areas are needed to contain the spread of the disease. The U.S. Navy also needs reforms for the culture, schools, and retention to compete in the future. A combo of the U.S. Air Force and U.S. Coast Guard culture will change the mentality of the British Naval Culture into the American Naval Culture.

The interoperability of these forces will help any challenge in the future whether it’s the drug interdiction mission or Ebola, Tuberculosis, or any contagion.  When you need to isolate certain person(s) and transport medical supplies into that area the Department will have the resource to react. The U.S. Coast Guard can be used not only for their traditional mission but for national disasters in other countries like how they responded in New Orleans and Galveston, Texas. The Eighth Coast District is in the American Heartland which would call for the updating the Posse Comitatus Act since the Coast Guard will be put back into the Department of Defense and merged with the Air Force and Navy.

Nextgen – A model for reform of American Government

The changing environment of aviation will yield untold benefits for the market. Consolidations of the major powers to increase competitiveness with the U.S. economy will produce competition.  These changes will force U.S. policy makers to re-examine certain viewpoints in regards to government and the free market. The coming traffic of 1 billion flyers will force many aspects of the FAA to change to meet the increasing demand for air travel. Wired magazine tells a great story about Brian Howard who wanted to leave the earth but wanted to damage the U.S. Air Traffic Control System marking his unfortunate demise.

Brian ultimately showed the how outdated and ineffective the current system “HOST” is for the U.S. The FAA responded with the next generation system to replace HOST named “NextGen.” The Aviation Innovation, Reform, and Reauthorization (AIRR) Act is a possible model for reform with another initiative called U.S. Digital Service. This can create new high tech jobs with the ability not to be outsourced which will help with clusters in the U.S. from declining in the short run.

This example can be applied to other government agencies like the VA health system, Federal and State infrastructure, and the U.S. education system where it is still in government control and can direct a centralized education system but it has the ability to fire people. The U.S. Government need to be reformed to compete in this high speed/high tech world.

I’m a CNBC/Bloomberg junkie and I just can’t go a day without seeing what news stories about Brexit which I think is another opportunity for the United States. With the regional thinking that is the central theme of this website and I was thinking this “how consolidation might work for the standard bearers of the English language”. I’m a critic of NAFTA and the damage it has caused to Mexico’s agriculture, labor, and environmental standards but with a reformed tax system can remedy the chaos.

With the polls gaining support and the U.K’s business community feels constrained by the E.U. regulations. I agree with their argument that they should focus on the America, India, and China than the E.U. which has different institutions that are descended from the Napoleonic Code which will not work in the U.K.’s case. The net gain for Britain joining NAFTA will help American exports with the net gain of 63,182,000 new customers. That adding about (*)1.5 new California’s, about two Texas’s and about three New York State’s. This is excluding immigration from the newly form trading block which can dominate in this age of urbanization around the world (esp. India and China).

The common cultural, language, and liberal values on the economy, defense, education, scientific development will advance R&D in the new alliance.
